Twenty-two people lost their lives in a preventable drowning between 1980 and 2025 at a concentrated two-kilometre section of the waterfront.

These deaths are not random accidents – they are preventable. Evidence-based analysis, recommendations, and conclusions in this report are aimed at encouraging collective action to prevent drowning in Wellington.

This report shows persistent patterns of drowning on the Wellington waterfront: alcohol impairment, accidental falls into the water, and a lack of self-rescue opportunities where the edge is open, unprotected, and easily accessed. It analyses the environmental, social, and behavioural factors that have contributed to loss of life.

This report is available for use by anyone with an interest in working with us to reduce drowning. We welcome feedback and ideas in support of the recommendations.
